  • After prohibition many states chose to resume the legal sale of alcohol through licensed private sellers.  Eighteen states including Vermont and a few local jurisdictions opted for a different course – control.  Control States are jurisdictions that directly control the distribution and sale of beverage alcohol within their borders. Here in Vermont, the import and distribution is limited to spirituous beverages as beer and wine were privatized at the end of prohibition; however, the DLC is responsible for the training and licensing all establishments that sell or serve alcohol including beer and wine.  The Vermont Department of Liquor Control (DLC) is tasked with the licensing of Manufacturers of malt and vinous beverages as well as Distillers of spirituous beverages and we license Wholesale Dealers.  We are also responsible for providing mandatory training in order to obtain a license and are tasked with the enforcement of laws related to the sale and consumption of alcohol and tobacco.
